At Access Health CT, we want everyone to have access to quality, affordable health care. This includes people who are immigrants in the United States.
If you are lawfully present and live in Connecticut, you can enroll in a health or dental insurance plan through Access Health CT. Lawfully present means you aren’t a U.S. citizen but are legally able to live in the United States. This includes people who have a Green Card, were granted asylum or have another type of legal immigration status. Undocumented immigrants cannot enroll in coverage through Access Health CT.
When you apply, you will need to provide a copy of your Green Card, visa or other immigration documentation.
Changing laws
Laws and eligibility requirements change often. Access Health CT is here to help you keep track of these changes. We’ll help you determine if you are eligible to enroll in health or dental coverage or if you can get financial help to lower your costs.
A Certified Broker is also a great resource. They can let you know if any changes will affect whether you can enroll in coverage or get financial help based on your immigration status. They will help you fill out your application and pick the coverage that is best for you and your family. Many speak multiple languages and can help you in the language you are most comfortable with.
In 2025, the One Big Beautiful Bill Act changed the rules for some lawfully present immigrants, including:
- Ending coverage for people with Deferred Action for Childhood Arrivals (DACA) status. They can no longer sign up for health coverage through Access Health CT.
- Ending financial help for people who are lawfully present and have a household income below 100% of the Federal Poverty Level (FPL). This group can’t get financial help to lower their costs while in their 5-year waiting period for Medicaid eligibility.
- An end to financial help for some lawfully present immigrants. Starting in 2027, you can get financial help only if you have a Green Card, are a Cuban or Haitian entrant as defined under section 501(e) of the Refugee 12 Education Assistance Act of 1980 or are in the U.S. under a Compact of Free Association.
